In Chrome, you can check if you have HA enabled by going to chrome://gpu
If it doesn’t appear to be on, you should be able to figure out how to enable it by going to chrome://flags.
I had thought the HA was disabled for me because it just wasn’t available for or compatible with my hardware, but I was still able to solve the problem by fiddling with the flags.
